Roles & Responsibilities
This is a strategic HR role who works with Senior Director, HR in defining the overall HR strategy of the region managed to align with APL Logistics business vision, mission and directions, with the goal of making APL Logistics an Employer of Choice.
It is also a business-facing role who leads country HR team to partner with regional / country business leaders for business sustainability and continuous development through delivery of HR plans and initiatives.
Acting as a leader of employee champion and change agent of the organization, this role plans and organizes regional change processes and execution items to support rapid change and ensure that human, financial and information resources are sufficient and aligned. S/he also works with senior HR leaders and other regional HR team in providing directions to country HR team in formulating HR operational excellence practices across the organization to deliver value added service to country management and employees that reflect the business objectives of the organization effectively and efficiently. Moreover, s/he is the role modal in creating a performance and result driven culture for the organization.
Moreover, this role will monitor and evaluate the service delivery quality, effectiveness and efficiency of country HR team s/he managed, as well as a budget owner to ensure the resources are spent and controlled as planned.
Roles & Responsibilities
Talent Acquisition Define action plans in developing the organization as Employer of Choice. Partner with regional business leaders proactively to understand current / future manpower needs, and share market manpower information and trend. Understand talent market trend and develop innovative and sustainable talent acquisition strategies and hiring plans with country HR team. Source, evaluate and identify the best candidate sourcing platforms at regional level for the organization to enhance hiring effectiveness and efficiency with economies of scale. Evaluate the talent acquisition process frequently for continuous improvement. Participate and provide feedback in the recruitment and selection process of senior / regional positions, as well as HR positions. Provide direction to country HR team to plan, design and execute employer branding activities.
On-Boarding Review with country HR team regularly in improving our on-boarding process in innovative and creative way to enhance employee experience in the organization. Work with other regional HR team in polishing New Hire Orientation program. Act as main focal point for new hire senior leaders. Conduct follow-up meetings with new hire senior leaders on their on-boarding experience, and how they are settled in APLL environment.
Compensation & Benefits Conduct regular payroll audit to ensure country HR team process monthly payroll accurately and complied with internal policies and local regulations. Partner with the senior HR leaders and Global Rewards to review and define salary structure and benefits plans of the countries managed. Work with Global Rewards in sourcing vendors that can provide regional service on employee benefit programs for the countries managed. Conduct regional level service review meetings with vendors. Lead country HR team in annual local employee benefit programs review to ensure our benefit provision is at market level. Lead country HR team in annual compensation module to ensure all eligible employees are compensated fairly. Evaluate and advice on employee promotion and salary adjustment requests.
Talent Management Act as business partner with regional business leaders, and conduct regular meetings with them in reviewing all the people issues in the region managed. Define agenda and action plans of HR transformation journey, and act as a role model in leading country HR team to be a change agent, disseminate and execute the action items to our people. Define strategies and action plans to enhance employee experience in APL Logistics journey. Define employee engagement directions and lead country HR team in planning and designing the activities. Collect and listen to the feedback shared by country HR team on people issues and HR initiatives / trends, then evaluate and develop action plans together. Lead country HR team in the investigation of people cases, which are related to peoples performance, ethics, compliance and employee relations etc. Act as an impartial mediator in disciplinary procedures and ensure it is administered in an equitable and fair manner and meets all legal and labour regulations and requirements. Provide strategic direction to country HR in the planning and execution of talent and performance management programs and processes designed to develop and retain talents for the organization. Review internal HR policies with senior HR leaders to align with corporate goals, objectives and regulations, and lead country HR team in the update, communication and execution of the policies and procedures. Ensure country HR is staying within framework of organization's overall corporate governance, policies, plans and programs. Coach and provide support, resources, and guidance to country HR team during talent management processes, to ensure smooth implementation of daily HR operations. Monitor and evaluate the service delivery quality, effectiveness and efficiency of country HR team.
Talent Development Partner with Global Learning & Organizational Development team to lead country HR team in conducting regional / local training needs analysis. Understand up-to-date talent development methodologies and trends and share with Global Learning and Development team. Provide inputs in the training program design, delivery and post-training evaluation. Facilitate training workshops for HR teams, senior leaders and people managers Lead country HR team in conduct talent review and succession planning exercise and meetings with managers to identify key talents for further career development in APL Logistics. Work with regional leaders on the action items of succession planning of key positions and talents. Provide advice to senior leaders and country HR managers on developing his/her career, as well as their direct reports career.
Others Design HR internal audit methodology to ensure all HR tasks are complied with internal policies and local regulations. Lead country HR team inannual headcount and G&A budget exercise, and monitor the monthly regional spending to ensure no overspending. Lead country HR team in the participation of global HR projects. Lead country HR team in providing HR analytic reports to senior HR and business leaders. Ad hoc tasks assigned by senior HR leaders.
Qualification* Bachelor Degree holder in Human Resources Management / Business Administration or related discipline.
Requirements* Minimum 12 years experience in Human Resources leadership role preferably in international organizations, preferably in Logistics industry. Proven track record in rolling out strategic HR initiatives and thrives in a fast paced, results driven environment. Well versed in labour ordinance and other HR related regulations (e.g. pension, retirement, occupational health and safety etc.). Strong leadership and management skills with ability to handle multiple key stakeholders. Strong interpersonal and communication skills. Strong operational excellence, innovation and continuous improvement mind-set. Strong analytic and execution skills with attention to details. Must have a good sense of urgency in meeting deadlines with a positive can-do attitude. Meticulous and a strong team player. Proficiency in English and local language (written and spoken). Good PC skills (MS Office), experience in Tableau will be an advantage
Key Result Areas Lead country HR teams to fill a vacancy within 90 days (from headcount approval to offer release). Ensure country HR teams in 100% compliance on internal policy and local laws and regulations. Ensure 100% accuracy in payroll management. Demonstrate operation excellence in daily HR operations. Ensure all people issues can be solved fairly and comply with internal policy and country regulations. Able to meet datelines with accuracy. Ensure country HR team with 100% adherence to budgets spending. Create harmony in the team and able to move the team forward aligned with global HR strategies. Full support in local / regional / global HR activities. Develop good partnership with internal and external customers.
