Senior Human Resources Officer (Social Services Department) (Reference No.: SHRO/SSD/05-19)

Reporting directly to the Assistant Social Services Director (Redeployment, New Projects and Central Administration) and with a dotted line reporting to Group Human Resources Director, the appointeeplays a key role in planning, monitoring the implementation of the policies and administration ofhuman resources functions and duties in support of service divisions, clusters and units and to enhancethe efficient and effective operations of the Social Services Department (SSD).
Duties:
Work in close collaboration with Heads of clusters, units and Human Resources
Department to ensure smooth and timely handling of staff recruitment, appraisal,
contract renewal, payroll, provident fund, employees compensation, complaints and
discipline, staff movement, and termination of employment, etc.
Ensure all human resources administration procedures and processes are in accordance
with regulations of Social Welfare Department, relevant government rules and
regulations, and the Armys requirements
Conduct regular review on the manpower of the SSD and salary survey of relevant industriesand recommend manpower planning as well as other HR packages in meeting the serviceand human resources development needs
Supervise the SSD HR team of staff by providing regular supervision, training and
conducting work performance appraisal
Organize staff orientation as well as training and development programmes
Perform other legitimate duties assigned by the supervisor and Head of Department
Requirements:
Understanding of the Christian faith, values and ethos of The Salvation Army
Degree in Human Resources Management or related disciplines
Minimum 7 years solid experience in all round HR functions, preferably 4 years at
supervisory / managerial level gained from sizable organizations
Proven track record in HRIS implementation. Experience in Social Service field is a
plus
Familiar with relevant Ordinances relating to employment and Social Services
Proficient in both written and spoken English and Chinese, including Putonghua
Proficient in translating from English to Chinese and vice versa
Strong PC skills in using MS Office and web applications
Multi-tasking, self-motivated, detail-minded, independent, able to work under pressure
and meet deadlines
A team player with good interpersonal, communication, and problem solving skills
Handle sensitive information in confidential and professional manner
Immediate availability is preferred
