Reporting to the Head of Admin, the HR Team Lead will lead ateam and oversee the HR Department. S/he will manage and involve in the fullspectrum of human resource management functions such as recruitment andoffboarding, payroll processing, yearly performance appraisal exercise and allhuman resource matters pertaining to employees of the Nursing Home.
Partner and support otherdepartments in manpower needs; work closely with Head of Departments tounderstand hiring requirements and source for suitable candidates. Thisincludes drafting Job Descriptions to effectively communicate the requirements.
Drive department operationalexcellence; ensure work processes are efficient and SOPs are updated. Toharness IT for productivity.
Lead and facilitate work teamactivities, provide assistance and support needed by team members and promoteownership and commitment among team members. Continually improve teameffectiveness.
Develop / review / maintain HRpolicies and procedures against organizational needs, and in compliance tolegislative, ethical and regulatory standards
Manage staff welfare, grievance anddisciplinary matters
Periodically review of staffbenefits, compensation structure to ensure market relevance.
Drive Workplace safety and manageworkplace incidents within the Nursing Home, including Dormitory. Advocateworkplace safety.
Monthly reporting on analysis andreports to update Management on HR related issues.
Ensure compliance with prevailinglabour policies, employment laws and regulations for both foreign and localworker.
Support all departments inidentifying training needs of the employees and handle registration and fundingapplications (if applicable)
Compile and submit reports andsurvey to various governing bodies such as MOM and AIC
Involve in general HR duties, e.g.payroll, staff insurances, staff grievances, investigations etc.
Any other ad-hoc duties asassigned.
Relevant Experience and Qualifications
Bachelors degree in HumanResources Management, Business Management or equivalent
Minimum 5 years of relevantexperience in HR, with at least 2 years of supervisory experience
Knowledge of HR Functions includingtalent management, learning & development, compensation & benefits,performance management
In-depth knowledge of SingaporeEmployment Law, Foreign Manpower Act, CPF Act, Income Tax Act and CollectiveAgreement
Experience in drafting / review /maintain HR policies and procedures is an advantage
High reliability and integrity inhandling confidential information
Resourceful and possess ananalytical mind
Excellent interpersonal skills indealing with different level of staff
Possess with good communicationskill and written English
Proactive in problem-solving andwilling to take ownership
