Job Description


Primary Purpose
Responsible for the development and execution of human resource (HR) plans to support business leadership in achieving business objectives. Provides HR solution design and implementation in line with overall business strategy, vision, and corporate HR practices. As strategic partner, service provider, change agent, and employee champion, carries out responsibilities in several functional areas of HR and overall management of HR efforts in assigned countries of responsibility. Cultivates a partnering relationship with management and employees. Communicates HR related policies, programs and procedures to management and employees. Responsible for providing individualized employee service and HR administration. Manages and supervises HR staff in assigned countries.
Principal Duties and Responsibilities
Provides and be responsible in several of the following HR areas within the assigned country:
o Training and development
o Talent Acquisition and Talent Development
o Succession planning
o Performance management
o Employee relations
o Compensation and Benefits
Develops HR strategic and implementation plans in support of overall strategic and business plan in assigned countries.
Provides HR solution design and implementation in line with overall business strategy, vision and corporate HR practices.
Performs role as change agent for implementing new HR programs and/or processes. Assists in development and executing communication plans.
Act as expert resources to advises management and professionals on the application and interpretation of personnel policies, and local labor laws. Seeks to ensure compliance and understanding of HR policies.
Analyzes and provides advice to management on methods and approaches to resolve employee work problems.
Assist with involuntary terminations, reduction-in-force activities and employee relations issues as needed and in compliance with relevant employment laws. Liaise with legal team to ensure such compliance or in the event of any legal issues.
Cultivates partnering relationship with management and employees while maintaining an HR prospective. Assists management team with HR communications including identifying communication needs and preparing materials as needed.
Engages productively and proactively in business discussions. Provides input and advises management on HR aspects of business issues.
Manages Human resource policies for assigned countries. Ensures the employee manual is updated in compliance with the local labor law and meets current business needs.
Fosters positive employee relations throughout the company by identifying, developing and driving philosophies and programs to improve employees work experience in the workplace.
Identifies and assesses improvement opportunities which will add value. Champions continuous improvement efforts. Assesses and supports the change management effects associated with the implementation of improvements. Proactively supports, encourages and facilitates staff to engage in continuous improvement activities.
Carries out administrative work involving the HR functions and maintains related records.
Manages the HR team to ensure the delivery of quality HR services to management team and professionals located in assigned countries.
Builds effective HR team to support the business needs. Helps team members identify the developmental goals and provides necessary support to provide professional development opportunities in support individual development goals and business needs.
Minimum Qualifications
10+ years progressive HR and/or Staffing experience; Workforce planning experience required.
Preferred Job Qualifications
Bachelor or above degree in Human Resources Management, Business Administration or related area.
10 years of HR working experience with 3 years of experience managing an HR team.
Corporate level spoken and written English skills.
Good understanding of employment law.
Good understanding of Engineering Procurement and Construction Industry is a plus.
