Job Summary

  • To provide positive leadership and effective management in the HumanResource Department
  • To implement the human resource policies and procedures; recruit,deploy, safeguard welfare and motivate individuals for the effectiveaccomplishment of corporate goals.
  • To ensure cost effective and efficient management of the human resourcesin support of the work of Heathcare group and its service units

Principal Accountabilities:

Personnel Function

  • To carry out the day to day HR functions, sharing the work with the HRManager.
  • To ensure accurate and efficient monitoring of manpower to match theactivities of the various centres/service units and to ensure timelyrecruitment of high calibre staff while remaining in line with the budget.
  • To prepare and monitor personnel statistics for analysis of trends formanagements information and necessary action.
  • To orientate individual staff ensuring that the mission and philosophy,personnel policies are passed to each staff member.
  • Together with head of department/centre (HOD/Centre Heads) or for severecases with DGHR, maintain effective discipline in Organisation and to ensurecounseling for individuals who are performing below standard and administeringof discipline procedures for recalcitrant poor performers.
  • To conduct annual promotion exercise in consultation with the CEO andHODs so as to reward and motivate deserving staff.
  • To recommend and implement equitable compensation packages that willattract and retain employees while remaining in line with industry norms and Organisationsbudget.
  • To facilitate the annual performance appraisal exercise, collate andreview appraisal scores in relation to the payment of variable bonus, annualincrement and career development
  • To handle feedback and complaints pertaining to service quality andstaff performance.

Training Function

  • To spearhead training activities in support of Organisations long termand short term goals.
  • In conjunction with HODs, toregularly review and identify training needs of staff through effectiveappraisal systems, total quality management and training needs analysis.

Administrative Duties

  • To participate in formulating the administrative and personnel policiesthrough the submission of papers to the HR Committee with endorsement from theChief Executive Officer (CEO) under thedirection of the DGHR.
  • To devise procedures for the implementation of new policies.
  • To ensure that the legal, health safety and statutory requirements ofthe centres/service units relating to the National Employment regulations aremet and statements on these subjects are available.

Supervisory Duties

  • To plan, organise, control and develop the HR Dept, its systems and itsstaff to a high degree of professionalism.
  • To provide counseling, advice, and support for individual staff membersand develop staff in their areas of work.


  • The incumbent should have a general degree with the additionalcertification in human resource management.
  • At least 15 years of relevant working experience in the human resourceenvironment with at least 8 years in a managerial position.
  • Sound knowledge of theories and practices in the area of human resource,strategies, policies, employee relations, employment legislation, humanresource development, performance and career management is necessary.
  • Should be able to lead and manage both executive and clericalstaff.
  • Possess strong analytical skills and be able to see things from ahelicopter view.
  • Good written and oral communication skills are essential.
