Job Description

Roles & Responsibilities

Key Responsibilities

To work closely with the management team on various transformation projects involving manpower topics or systems. Will be responsible for coordinating the implementation of HR plans and policies across HR functions.

You will:

Oversee manpower planning, recruitment, end to end on boarding and off boarding process

Oversee the coordination of the payroll processing in a timely and accurate manner, ensure HR compliance in both HR regulations and employment law administer HRIS, maintain accurate employee database and HR policies

Oversee employee relations matters and advise Managers in the management of employee relations and other HR related matters

Oversee and work with Managers and HR team in annual performance appraisal and wage review exercise

Mentor and coach HR teams to encourage growth, development, and engagement

Work closely with Management to review, develop and implement consistent policies and procedures in line with Company strategy

Conduct manpower forecast projection and work closely with management on manpower budget

Carry out skills mapping of various job roles aligning with those in SkillsFramework

Analyse workforce data and identify HR gaps

Report HR indicators and recommend interventions to Management

Assess present workforce capabilities and capacities to drive re-designing of job roles and re-skilling of workforce to meet changing sector needs

Review existing compensation and benefits package with reference to the yearly Social Service Sector Salary Guidelines and steer the direction for change where needed (eg. salary benchmarking, MVC)

Administer pulse and manpower surveys

Skills and Competencies:

Good interpersonal skills to engage multiple stakeholders

Strong analytical and problem-solving skills

Ability to display good listening skills and to communicate with all levels of employees with empathy

Experiences working in social service sector advantageous

Qualifications:

Degree or certification in Human Resource Management or equivalent

Possess at least 5 years in full spectrum HR functions

At least 2 years in leadership role
