Position Purpose


The HR Governance & Controls Manager will assist the Head of HR, Singapore & SEA to drive HR efficiency and effectiveness; internal control; compliance and governance for the delivery of all HR services in Singapore.The job holder is a subject matter expert to identify and monitor short and long-term HR risks, who has a key role to alert the Head of HR, Singapore & SEA for any abnormal and inappropriate situation and irregular operational condition.


Direct Responsibilities

Governance & Controls

  • Assist the Head of HR, SG & SEA to oversee the governance of the SG & SEA HR function
  • Perform risk assessments on the underlying activities, risk mapping, quality of associated controls etc with interaction with internal stakeholders
  • Document control plans for each activity, perform control testing, report results, organize regular reviews to set action plans for remediation where relevant
  • Consolidate monitoring and analysis of historical incidents and related action plans
  • Contribute to country/regional Internal Control Committee, and to Permanent Control Reporting
  • Follow-up on the implementation of findings/recommendations assigned to the activities under scope
  • Efficiency and Effectiveness

  • Analyze, propose and introduce new HR services and new model of operation. Closely collaborate with the Regional HR Transformation & HRIS team to drive HR process optimization and regional standardization with an aim to maximize local operational efficiency.
  • Identify and demolish all manual processes and recommend transformation strategies and roadmap to replace existing legacy local operation model.
  • Sponsor and coordinate key projects and programs in relation to the findings or recommendations proposed by the Group Integrated functions such as Inspection Generale, Group Compliance, Legal and Risk.
  • Drive process improvement, revamp policies and procedures with an aim to meet the business needs, and respond to the environmental changes that the organization is facing.
  • Identify operational requirements to outsource, off-shore, streamline and abolish non-value-added and ineffective HR process and procedures.
  • Technical and Behavioral Competencies / Specific Qualifications (if required)

  • A minimum of 10 years of relevant experience in HR, governance, or operational controls
  • Acquired practical experience working in an international banking work environment
  • Possess good stakeholder management, interpersonal, and communication skills
  • A strong multi-tasker with good organizational skills, ability to work independently, and problem solver
  • Good team player with strong ability to work with multiple teams within a highly dynamic matrix organization.
  • Possess a logical, positive, and open mind-set, with strong passion to enhance the work experience of the HR community
