Job Description

McConnell Dowell is looking for a General Manager, Human Resources for SEA region. McConnell Dowell is a capable EPC contractor who has been active in South East Asia since 1971 and has a long history of successful project delivery in the region. This present an opportunity to engage senior HR leadership talents into our SEA business.

McConnell Dowell is a major engineering, construction, building and maintenance contractor delivering infrastructure to the building, mining, oil and gas, petrochemical, power, social & public infrastructure, transport and water sectors.
The Group, which operates under the brands of McConnell Dowell and Built Environs, offers a broad construction capability with complete multi-discipline capability in building, civil, fabrication, electrical, maintenance and mechanical works with specialist engineering capabilities in pipeline, tunnelling, marine and rail construction.

About the Role

Major Objectives

  • In line with Group HR strategy, standards and policies, work closely with the MD of the SEA
  • Business Unit to develop and implement fit for purposed HR/ER strategies for the region
  • Provide direction and operational advice on current and future human resource management practices and initiatives for the SEA business unit.
  • Drive cultural and business change and transformation aligned to the MCD 2025 Vision
  • Ensure all senior managers are supported by and equipped with the knowledge, systems and application of the organisations human resource management procedures, policies and plans.
  • Oversee and manage transactional HR activities.
  • Human Resources Leadership and Management

  • Aligned to Group HR standards and requirements, communicate and maintain appropriate policies, procedures and programs across the full range of HR and people issues (recruitment, induction, training and development, talent and succession management, performance management, reward and recognition, organisational development and separation).
  • Provide support and specialist expertise to the Managing Director, other senior managers, supervisors and line managers.
  • Accountable for the accuracy and integrity of all people data within HR Systems, in accordance with Group HR requirements.
  • Work with the senior management team to ensure that a harmonious workplace culture is maintained.
  • Lead and manage the HR team.
  • Work closely with the business to provide consistency and pragmatic HR support with a commercial focus.
  • Manage the HR budget.
  • Resourcing

  • Working with Operations and New Business, develop and implement strategic workforce plans.
  • Coordinate the entry of new staff, including market data on remuneration packages and associated items.
  • Coordinate onboarding and induction of senior staff.
  • Remuneration & Benefits
  • Ensure consistency, fairness, competitiveness and appropriate differentiation is delivered, aligned with Group HR standards and policies.
  • Manage annual remuneration review.
  • Ensure compliance with Limits of Authority in relation to Out of Cycle remuneration reviews.
  • Performance & Talent Management

  • Responsible for the execution of the annual performance management, talent review and succession planning processes.
  • Coach and educate Managers and employees on roles and responsibilities where appropriate.
  • Employee Relations
  • Provide advice and guidance to Managers and MD on employee relations matters.
  • Provide advice and guidance to staff on ER issues.
  • Provide support to Operations regarding employment contract arrangements.
  • Training and Development

  • Aligned with Group HR standards and requirements, develop and implement yearly training and development plans.
  • Identify training needs in consultation with the Senior Management team and Group HR and develop appropriate development programs and activities.
  • Oversee the delivery of employee induction and other mandatory training.
  • Recruitment and retention

  • Develop and implement strategic recruitment strategies.
  • Implement and manage the company retention plan.
  • Payroll

  • Ensure compliance with all contractual and statutory requirements.
  • About You

    To be considered for the opportunity, you will need the following:

  • Tertiary degree in relevant discipline.
  • Minimum of ten to fifteen years senior HR leadership experience.
  • Strong understanding of relevant SEA and legislation.
  • Experience with construction environment preferred.
  • Ability to deal with unions and industrial relations tribunals and courts.
  • Demonstrated team ethos, strong work ethic and relationship building skills.
