Job Description

The successful candidate will join the Corporate Learning department in SIA Human Resources Division. You will be the Lead Course Manager for Cargo and be responsible for analysis of training needs; design and development, as well as planning and implementation of effective and efficient learning intervention(s), to equip staff with relevant skill sets to achieve intended business impact for Cargo (e.g enhancing Operational Excellence, improving Revenue Generation).

Key Responsibilities include:

Partner stakeholder business units to identify learning needs vis--vis existing and evolving competencies, through engagement and research including Training Needs Analyses to achieve business impact (e.g. Drive Revenue, Cost Synergy, Improve Ops Excellence and/or Customer Satisfaction)

Identify and develop training pathways to support career development of operations and services staff worldwide (e.g. Training Roadmap, Competency Framework)

Design, develop and implement training framework, curriculum and programmes to targeted audience(s) via online learning platforms, Virtual Instructor-Led Training (VILT), Instructor-Led Training (ILT) and other channels (e.g. Integrated Cargo Management System (ICMS) Implementation)

Monitor, assess and ensure efficiency and effectiveness of ongoing and new learning and development programmes (e.g. trend of course evaluation score and in comparison to target)

Manage and develop a pool of facilitators, instructors and associate trainers

Deliver training for selected programmes and provide post-course support

Evaluate and leverage on new tools and methods, including digital and new technologies, to drive increased effectives and/or productivity of programmes (e.g. VR, AR, Blended Learning)

Engage regulatory bodies (e.g. CAAS, IATA) and ensure training programme are compliant to local and international regulator (e.g. DGR, WAB, etc)

Budget for all training related activities and manage cost through review of expenditure and adoption of cost-effective training solution

Direct course administrators to support programmes with the necessary resources, generate reports and process invoices/ claims


A good degree, preferably in Engineering, Science or Mathematics

At least 3 years experience managing Cargo Operations

Experience in designing, developing and implementing at least one Weight & Balance Training, ILT and/or Blended Learning; Experience in successful implementation of an improvement plan (e.g. CAPA) to drive performance

Advantageous to possess Advanced Certificate in Training and Assessment (ACTA) or Advanced Certificate in Learning and Performance (ACLP)

Trained in Dangerous Goods Regulations Category 6
