Job Description



  • Develop and lead the right attraction, employer branding and sourcing strategies
  • Partner stakeholders in implementation of programs and initiatives, including enhancing staff referral programmes, and alumni network
  • Champion the use of creative channels to attract the best possible talents for GovTech
  • Manage the manpower requirements and challenge the business stakeholders on the hiring requirements to ensure that the future needs are met
  • Keep abreast of the recruitment trends and improvise sourcing strategies to meet the fulfilment
  • Drive and lead team in managing and selecting the right candidates to fill the best possible talents for GovTech
  • Participate and host recruitment events to increase the brand awareness
  • Drive the management of the talent application system (Taleo) or whichever Cloud ERP system, the use of HR metrics and talent acquisition frameworks to bring about transparency on the hiring status and success metrics
  • Own the onboarding process and all the stages of candidates' experience
  • As a key stakeholder to the People Operations and Systems team, develop processes to bring about talent acquisition effectiveness
  • Prepare and review annual recruitment budget
  • People Management responsibilities - Develop new capabilities, plan and drive people development, review team pipeline, identify and groom talents to fill key roles within the department, encourage teamwork and cross-team collaborations, coach and mentor teams/individual staff in self performance and people management, and drive staff development opportunities to expand their capabilities to build a motivated and high-performing team
  • 10 years working experience with at least 3 years in a supervisory role in talent acquisition, preferably in the Tech industry
  • knowledge and understanding of local and overseas market in hiring Hi Tech professionals
  • Good business acumen, excellent communication skills, strong analytical and negotiation and networking skills
  • Good written communications skills
  • People management experience in leading medium size teams in bringing the best out of team's performance
  • More importantly, the ability to be agile and thrive in a dynamic work environment is a must
