With GovTech expanding rapidly to meet the technological needs of Singapore Government, we are seeking a HR leader to lead the talent acquisition centre of excellence. You will lead the planning and execution of the talent acquisition, attraction and external branding strategy to acquire top tech talents for GovTech and the Whole of Government (WOG).

What you will be working on:

  • Develop and lead the right attraction, employer branding and sourcing strategies

  • Partner stakeholders in implementation of programs and initiatives, including enhancing staff referral programmes, and alumni network

  • Champion the use of creative channels to attract the best possible talents for GovTech

  • Manage the manpower requirements and challenge the business stakeholders on the hiring requirements to ensure that the future needs are met

  • Keep abreast of the recruitment trends and improvise sourcing strategies to meet the fulfilment

  • Drive and lead team in managing and selecting the right candidates to fill the best possible talents for GovTech

  • Participate and host recruitment events to increase the brand awareness

  • Drive the management of the talent application system, the use of HR metrics and talent acquisition frameworks to bring about transparency on the hiring status and success metrics

  • Own the onboarding process and all the stages of candidates experience

  • As a key stakeholder to the People Operations and Systems team, develop processes to bring about talent acquisition effectiveness

  • Prepare and review annual recruitment budget

  • People Management responsibilities - Develop new capabilities, plan and drive people development, review team pipeline, identify and groom talents to fill key roles within the department, encourage teamwork and cross-team collaborations, coach and mentor teams/individual staff in self performance and people management, and drive staff development opportunities to expand their capabilities to build a motivated and high-performing team

  • What we are looking for:

  • Good knowledge and understanding of local and overseas market in hiring Hi Tech professionals

  • Good business acumen, excellent communication skills, strong analytical and negotiation and networking skills

  • Good written communications skills

  • People management experience in leading medium size teams in bringing the best out of teams performance

  • More importantly, the ability to be agile and thrive in a dynamic work environment is a must
