The HR Division comprises the Recruitment, Policy, Planning, Operations, Talent Management, and HR Partner departments.
As the Deputy Director/Head of Human Resource, you will provide both strategic and operational HR support. Depending on the specific HR department that you are posted to your key responsibilities may include:
Proactively advising on HR best practices and proposing continuous improvement of HR information systems.
Developing HR operations-related policy, and communicating the policies to managers and staff to ensure effective implementation.
Ensuring that recruitment activities and processes are robust and consistent with the organisations policies and standards and at the same time, provides meaningful candidate experience;
Reviewing recruitment policies to ensure continual relevance and with a view to ensure effectiveness and efficiency
Streamlining work processes taking into account best practices and needs of A*STAR;
Facilitating the recruitment requirements, contracts management, performance management and training requirements
Providing value-add advisory on strategic HR areas such as manpower and succession planning, talent engagement and retention
Managing talent processes across A*STAR to identify, develop and retain talent to sustain a healthy succession pipeline for leadership and key positions
Synthesizing and analyzing talent data across various sources to drive data-driven decision making in the review of talent
Reviewing, enhancing and developing progressive HR policies to allow A*STAR to be able to attract, retain and develop talent.
Engaging stakeholders on workforce needs and review workforce plans aligned with long-term manpower needs and future capabilities;
Sense-making and analyzing manpower and workforce-related data, key statistics and trends and provide regular reports to Management;
Requirements:
Relevant HR experience, with strong leadership track record in a dynamic and fast-paced environment
Good business acumen and negotiation skills to engage stakeholders
Excellent written and communication skills
